The U.S. government has imposed new export controls on Nvidia's H20 AI chips to China, requiring licensing for all future exports. This unexpected move comes just days after speculation that Nvidia had avoided such restrictions through diplomatic efforts. The company now faces a significant impact and must adjust its China strategy.

On April 15, 2025, Nvidia disclosed in a filing that the US government will require licenses to export H20 AI chips to China "indefinitely," specifically citing "risk that the [H20] may be used in [...] a supercomputer in China."
Nvidia's stock dropped approximately 6% in extended trading following the announcement, and the company expects to incur $5.5B in charges for its fiscal Q1 2026, which ends April 27.
The H20 was reportedly used to train models from China-based AI startup DeepSeek, including the R1 "reasoning" model that disrupted the US AI market in January, prompting multiple government officials to call for stronger export controls.

NVIDIA has bought over 1M square feet of space to manufacture AI chips and build AI infrastructure in the US and will ramp up chip production at its existing plants (in Dallas and Houston) over 15 months.
This comes as NVIDIA’s most advanced AI chip—H20—managed to swerve export restrictions to China, thanks to a deal made with President Trump to pour capital into US-based AI infrastructure.
NVIDIA believes its chip manufacturing initiatives will boost economic activity for decades, even though Chinese trade restrictions are preventing the US from getting the raw materials needed to make AI chips.
