Yesterday, to make its economy less dependent on oil revenue and to turn Saudi Arabia into a “a global powerhouse in AI,” Saudi Arabian Crown Prince, Mohammed Bin Salman, launched Humaine, an AI start-up funded by Saudi’s sovereign wealth fund. Following this, a flurry of US tech firms—including NVIDIA, AMD, and AWS—have announced lucrative partnerships (worth $600B, in total) with the start-up, after Trump (who has just begun his Gulf tour) lifted restrictions on the export of advanced AI chips to Saudi Arabia.

🔓 Key Points

  • The biggest deal was signed by NVIDIA, which will see the chip-maker ship “hundreds-of-thousands of AI chips” to Saudi Arabia, over the next 5 years, starting with 18,000 of its newest “Blackwell” chips.

  • AMD will invest $1B to help Saudi Arabia build an “AI superstructure,” and Amazon will invest $5B+ in a new “AI Zone” which will run AWS AI infrastructure, servers, networks, and training and certification programs.

  • Trump is also considering a deal with the UAE, which would allow them to secure 1M advanced NVIDIA chips (above the original export limit imposed by Biden). This increased share prices by 6% (following an 8% decline YTD).

Trump's deal has opened the door for Saudi Arabia to become the “AI powerhouse” they so desperately want to become. But it comes despite US concerns that China could access the AI chips exported to Saudi Arabia, by either diverting the chip shipments or by leveraging the chip capabilities through the cloud. According to Trump, the deals will be mutually beneficial, as the Saudi Arabian tech firm, DataVolt, will invest $20B in US-based AI data centers and infrastructure.

Following on from the above story, the Trump administration has formally revoked Biden's “sweeping” AI Diffusion Rule—which imposed limits on exporting US AI chips to countries across the world, including Saudi Arabia, except for 18 allies and partners—just days before it was due to come into force, on May 15th.

🔓 Key Points

  • Reportedly, the Department of Commerce (DOC) will issue a replacement rule in the near future, which will likely focus on direct negotiations with countries as opposed to introducing blanket restrictions.

  • In the meantime, they released guidance to strengthen current export controls for chips, reminding companies that using Huawei’s Ascend AI chips violates export rules (Huawei is tied to the Chinese Communist Party).

  • They also warned that there could be consequences if US companies allow their chips to be used to train Chinese AI models and provided ways for them to protect supply chains from diversion tactics.

The DOC established that “the Trump Administration will pursue a bold, inclusive strategy to American AI technology with trusted foreign countries around the world, while keeping the technology out of the hands of our adversaries,” feeling that Biden’s AI Diffusion rule would’ve “stifled American innovation and saddled companies with burdensome new regulatory requirements.” This was echoed by several US tech companies—including NVIDIA, Microsoft, and AMD—who initially lobbied against the Biden rule, urging Trump to loosen it once he was back in office.

  • In February, Elon Musk released a draft AI safety framework for his AI start-up, xAI, which listed its safety priorities and protocols. But, after committing to publishing a final version on 10th May, Musk has failed to deliver it. 

  • This comes after studies revealed that xAI has "very weak" risk management protocols, meaning its safety measures are worse than its rivals, despite Musk’s warnings about dangerous ‘out-of-control’ AI.
